Bill Davidson
Bill Davidson is the General Manager for CALPIAand the Executive Officer for the California Prison Industry Board. Mr. Davidson has more than 25 years of fiscal and administrative experience in state government. He started working for CALPIA in 2019 as the Chief Financial Officer and was appointed CALPIA’s General Manager in 2021. Prior to his current appointment, Mr. Davidson spent eight years as a member of the California Prison Industry Board. Much of his career has been spent at the Department of Motor Vehicles, serving as the department’s Chief Budget Officer, Deputy Director of Field Operations and Chief Deputy Director. Mr. Davidson also served as the Deputy Secretary for Administration and Finance at the California State Transportation Agency.
Mr. Davidson is a graduate of California State University, Sacramento with a Bachelor of Science degree in Business Administration (Accounting).
Chief Assistant General Manager
Suzie Changus
Suzie Changus is the Chief Assistant General Manager for CALPIA. Ms. Changus had two decades of experience in the private and nonprofit sectors prior to joining the agency in 2018. Her background consists of roles in vocational education and retraining, technology, project management, government policy and finance, and healthcare. In addition to her private sector and nonprofit work, Ms. Changus also co-founded and operated a technology consulting firm that provided IT services to businesses in Northern California. Prior to her current role, she served as CALPIA’s Chief Information Officer from 2018-2023.
Ms. Changus has a Bachelor of Science degree in Information Technology from the University of Phoenix and a Master of Business Administration degree from California State University, Sacramento.
Assistant General Manager, Facility Operations, Operations Division
Nicole Collins
Nicole Collins is the Assistant General Manager of Facility Operations of the Operations Division for CALPIA. Ms. Collins has more than 27 years of state service including 24 years with CALPIA. Ms. Collins started her career at Mule Creek State Prison as an Office Assistant. She advanced her career with a variety of appointments including warehouse positions at Mule Creek and On-time Delivery. She was the Prison Industries Manager of manufacturing enterprises for eight years. Ms. Collins served as the Branch Manager of Operations until her appointment to the position of Assistant General Manager of Facility Operations in 2022.
Assistant General Manager, Operations Support Services and Statewide Initiatives
Robert Hernandez Jr.
Robert Hernandez Jr. is the Assistant General Manager of Operations Support Services and Statewide Initiatives. He began his career with the California Department of Corrections and Rehabilitation (CDCR) in 2003 as a Material and Stores Supervisor I at San Quentin State Prison and joined CALPIA in 2009 at the Richard J. Donovan Correctional Facility. There, he started as an Industrial Warehouse & Distribution Supervisor, before advancing to Superintendent II, where he oversaw Bakery operations and later Shoe Manufacturing. Mr. Hernandez continued to progress in his career, serving as Prison Industries Manager and Prison Industries Administrator, roles in which he oversaw the California Institution for Women, California Institution for Men, and the California Rehabilitation Center. He also served as the Regional Branch Manager for the Southern Region.
Assistant General Manager, Marketing and Regulatory Compliance Division
Raymond Meek
Raymond Meek is the Assistant General Manager of the Marketing and Regulatory Compliance Division for CALPIA. Mr. Meek has over 39 years of sales and marketing experience, specializing in business development, strategic planning and management.
Mr. Meek began his career at the Pepsi Bottling Group/PEPSICO and worked for over 20 years in a variety of sales management roles, serving as the Director of Foodservice and as Regional Sales Manager. Prior to joining CALPIA, Mr. Meek served for six years as the Vice President of Member Development for the California Restaurant Association.
Mr. Meek joined CALPIA in 2013 as the Chief of Marketing, in 2015 he was appointed to the position of Assistant General Manager.
Mr. Meek graduated from California State University, Sacramento with a Bachelor’s degree in Organizational Communication.
Assistant General Manager, Workforce Development
Rusty Bechtold
Rusty Bechtold is the Assistant General Manager of the Workforce Development for CALPIA. Mr. Bechtold has more than 29 years of training, teaching, and directing career development programs in a correctional environment. He began his career as an Agriculture Manager for a Joint Venture Program at Avenal State Prison.
Mr. Bechtold advanced his career with a variety of promotions including Industrial Supervisor, Superintendent II, and Administrator. He was also the Prison Industries Manager of CALPIA’s Food and Agriculture Enterprises and then the Branch Manager of Consumables in Operations. Mr. Bechtold also served as the Chief of Workforce Development for three years prior.
Mr. Bechtold received a Bachelor of Science degree in Agriculture Sciences from California Polytechnic State University, San Luis Obispo and his Vocational Teaching Credential in Agriculture Education from University of California, Davis.
Assistant General Manager, Administration Division
Debi Kamakani
Debi Kamakani has served as the Assistant General Manager of the Administration Division since 2019. She oversees Human Resources, Labor Relations, Staff Development, Employee Relations, and Business Services. Prior to this role, Ms. Kamakani served as CALPIA’s Chief of Human Resources.
Much of her career she worked for the California Department of Forestry and Fire Protection (CAL FIRE) where she served as Assistant Personnel Officer, Personnel & Payroll Services. Ms. Kamakani has been the recipient of multiple professional awards and honors during her 20 plus year tenure with the State of California for outstanding achievements including those from the National Correctional Industries Association, California Department of Human Resources, California Public Employees Retirement System, and the California Government Operations Agency.
Assistant General Manager, Office of External Affairs
Michele Kane
Michele Kane has served as the Assistant General Manager of External Affairs for CALPIA since 2014. She oversees communications and legislation for CALPIA. Previously, Ms. Kane worked for the California State Legislature and served as Deputy Director of Communications for a State Senator and Deputy Director of Communications for the caucus. Prior to working at the Capitol, Ms. Kane served as a spokesperson for the California Department of Corrections and Rehabilitation (CDCR). Ms. Kane has 19 years of experience in broadcast media including anchoring and reporting for CBS-13, CW31’s Good Day Sacramento, WKMG Orlando Florida, KCOY Santa Maria/Santa Barbara and KIEM Eureka.
Ms. Kane is a graduate of California State University, Sacramento, with a Bachelor of Arts degree in Media Communications.
Chief Information Officer
Danny Berringer
Danny Berringer is the Chief Information Officer for CALPIA. Mr. Berringer has been with CALPIA since 2009 and has been a member of the technology team in various positions including Telecom, Helpdesk, and IT projects. He was the IT Supervisor II prior to becoming the CIO. Prior to joining CALPIA, he spent nine years with the California Department of Corrections and Rehabilitation supporting various employee wellness initiatives at all institutions and managing project staff during the implementation of the Business Information System (BIS) project.
Mr. Berringer has a Bachelor’s degree and attended Oregon State University and California State University, Sacramento.
Chief Financial Officer
Natalie McCorkle
Natalie McCorkle has been serving as CALPIA’s Chief Financial Officer since 2022. She has more than 26 years of experience with CALPIA working in both Fiscal and Operations divisions. Before becoming the CFO, she served as CALPIA’s Financial Controller overseeing Accounting, Inventory Management and the Enterprise Resource Unit (ERU). She has extensive knowledge and experience with financial accounting principles, cost accounting and manufacturing processes, budgeting, and CALPIA’s Enterprise Resource Planning (ERP) system.
