Emergency Operations Training Center Grand Opening
Public Safety Modular Building Built by CALPIA Career Technical Education Program Offenders
FOLSOM – Today the California Department of Corrections and Rehabilitation (CDCR) and the California Prison Industry Authority unveiled a new Folsom-based Emergency Operations Center (EOC).
The new EOC is a modular building designed and built for CDCR’s Office of Correctional Safety, and is specifically designed to meet the needs of emergency management teams and the prototype will be available for public safety personnel training.
The facility is located at the highest point in Sacramento County and is available for use as a back-up Emergency Response Center in the event of a catastrophic occurrence that requires public safety coordination.
Anthony Chaus, Chief, CDCR Office of Correctional Safety, said, “CALPIA is providing a solution that meets our criteria and is also less expensive than other options. The recent tornado event in Oklahoma reminds us of the importance of public safety coordination.”
The EOC was built by offender participants in CALPIA’s Career Technical Education (CTE) program.
With a three-year recidivism rate of less than 15 percent, CALPIA’s CTE programs are CDCR’s most successful vocational training programs. Program graduates have a cumulative recidivism rate of under 7.6 percent. To increase the chance of employment, all CALPIA offender employees are required to obtain a high school diploma, or complete a GED, within two years of beginning the program.
CALPIA is a self-financed state entity that provides training and productive work assignments for approximately 7,000 offenders in 24 CDCR institutions in California. CALPIA receives all of its revenue from the sale of the products it manufactures. The recidivism rate among CALPIA CTE participants is 82 percent lower than the general prison population, a success attributed to the job skills and industry certifications obtained by participating in the program.
