Charles (Chuck) Pattillo
The Prison Industry Board appointed Mr. Pattillo to the position of General Manager of the California Prison Industry Authority (CALPIA) on
March 23, 2007. The Board previously appointed him Executive Officer in May 2005, a position which he still holds. Prior to that, from March
2005 through March 2007, he served as the Chief Assistant General Manager of the CALPIA.
Mr. Pattillo previously worked at the California State Legislature as Chief Consultant to the Joint Legislative Audit Committee, and Chief Fiscal
Consultant and Deputy Chief of Staff to two Assembly leaders. He began his State public service in 1989 as a Financial Auditor for the California
Department of Finance, after serving six years active and reserve duty with the United States Army.
Mr. Pattillo is a graduate of California State University, Sacramento, with a Bachelor of Science Degree in Finance.
Assistant General Manager, Operation Division
Mr. Walker has more than 28 years of experience with the CALPIA. His career began in 1986 at Folsom State Prison as an Industrial Supervisor.
Since that time, Mr. Walker has worked at every level within the Operations Division of CALPIA and at several California Department of Corrections
and Rehabilitation institutions.
Chief, Administration Division
Randy Fisher is the Chief Administrative Officer for CALPIA. Mr. Fisher has more than 27 years of experience in public sector Human Resources and Labor Relations.
Mr. Fisher comes to us from the California Department of Human Resources where he served as the Assistant Deputy Director of the Labor Relations Division. During
his tenure with the State, Mr. Fisher has held multiple positions in Labor Relations and Human Resources serving the California Department of Human Resources,
California Department of Corrections and Rehabilitation, California Department of Education, California Department of Food and Agriculture, and the California
Department of Health Services.
Mr. Fisher is a graduate of California State University, Chico with a Bachelor of Science Degree in Business Administration with a Marketing emphasis.
He also has a minor in Collective Bargaining.
Assistant General Manager, Marketing Division
Raymond Meek is the Assistant General Manager of the Marketing Division at the California Prison Industry Authority (CALPIA). Mr. Meek has over 27 years of sales and
marketing experience, specializing in business development, strategic planning and management.
Mr. Meek began his career at the Pepsi Bottling Group/PEPSICO and worked for over 20 years in a variety of sales management roles, serving as the Director of Foodservice
and as Regional Sales Manager. Prior to joining CALPIA, Mr. Meek served for six years as the Vice President of Member Development for the California Restaurant Association.
Mr. Meek graduated from California State University, Sacramento with a Bachelor’s Degree in Organizational Communication.
Mr. Sly is the General Counsel for the CALPIA. He began his legal career in 1991 as a Navy Judge Advocate General. Following his military career, he was in
private practice and served as Commission Counsel with the Fair Political Practices Commission and Staff Counsel with the Department of Corrections and Rehabilitation
before joining CALPIA in April 2006.
Mr. Sly is a graduate of the California State University, Sacramento, with a Bachelor of Science Degree in Finance; a graduate of Golden Gate University School
of Law, and is licensed to practice law in California and Michigan.
Chief, Office of Fiscal Services
Gary Bush is the Chief Financial Officer for CALPIA. Mr. Bush has more than 30 years of private and public sector experience in policy development and program management.
Prior to coming to CALPIA, Mr. Bush worked at CalPERS as the Chief Compliance Officer. He began his State public service in 2010, after working with
PricewaterhouseCoopers and Ernst & Young in multiple locations within the United States and Europe.
As a member of senior management with the world’s largest accounting and consulting firms and with the State of California, Mr. Bush manages employees and groups
responsible for planning, organizing and directing strategic planning; establishing and maintaining internal controls; and developing and managing financial accounting
and fiscal systems.
His education includes a Juris Doctorate degree from McGeorge School of Law, a Bachelor of Science degree from UC Davis including graduate studies in business
administration and financial accounting.
Chief, Office of External Affairs
Michele Kane is Chief of External Affairs for CALPIA. Previously, Ms. Kane worked for the California State Legislature and served as Deputy Director of Communications
for a State Senator and Deputy Director of Communications for the caucus. Prior to working at the Capitol, Ms. Kane served as a spokesperson for the California Department
of Corrections and Rehabilitation (CDCR). Ms. Kane has 19 years of experience in broadcast media including anchoring and reporting for CBS-13, CW31’s Good Day Sacramento,
WKMG Orlando Florida, KCOY Santa Maria/Santa Barbara and KIEM Eureka.
Ms. Kane is a graduate of California State University, Sacramento, with a Bachelor of Arts in Media Communications.
Administrator, Workforce Development Branch
Rusty Bechtold is the Administrator for the CALPIA Workforce Development Branch. Mr. Bechtold has more than 22 years of experience in training and teaching in a correctional environment.
Mr. Bechtold began his career with the Joint Venture Program (JVP) at Avenal State Prison's commercial agriculture operation then went on to receive his vocational teaching credentials.
CALPIA acquired him from teaching high school and he spent the first 10 years working at numerous state prisons supervising and training offenders in industrial food and agriculture practices.
Mr. Bechtold then became the Prison Industry Manager at CALPIA's Central Office for six years and is currently the CALPIA Administrator responsible for field operational management of CALPIA
enterprises and the Workforce Development Branch (Joint Venture, Career Technical Education and Industry Employment Program).
Mr. Bechtold is a graduate from California Polytechnic State University, San Luis Obispo with a Bachelor of Science Degree in Agriculture Sciences. He is also a graduate of UC Davis in the
Teaching Credential/Master’s Program, Agriculture Education.
